Protecting Children: Our Most
Valuable Resource
As the father of two young children, Bill Janis is concerned
about the threat posed by violent sex offenders who prey on our
children. That's why he was the chief patron of House Bill 1117
that requires violent sex offenders, upon release from prison,
to report in person to the chief law enforcement officer of the
jurisdiction where they intend to make their permanent
residence. Under this bill, the actions and whereabouts of sex
offenders will be tracked and posted online for public review on
the Virginia State Police website.
Delegate Janis also introduced House Bill 434 that provides
private and parochial schools with the authority to conduct the
same stringent background investigations on their employees as
those currently mandated for public school teachers and staff.
Delegate Janis also worked for passage of regulations that will
allow for the civil commitment of violent sexual predators for
continuing treatment upon completion of their term of
imprisonment. Even after many years of incarceration, these
sexual predators continue to pose a grave threat to the public,
and are very likely to prey upon our children.
Because of action by the 2003 General Assembly, public safety
officials now have the authority they need to isolate these
dangerous sex offenders indefinitely from the general public, in
maximum security mental health facilities, until they can be
treated — and until they no longer pose a threat to our
children.
