Improving Education with Funding,
Standards, and Accountability
During the last 10 years, the Virginia General Assembly has
consistently raised standards and accountability for our public
schools throughout the Commonwealth, and yet often neglected to
provide the necessary additional funds to local school systems
to meet the expense of these heightened standards. With
Republican leadership of the budgetary process, new funding
priorities have been set that recognize the critical importance
Virginia families place on public education.
Despite an austere budgetary climate, Delegate Janis helped to
provide increased education funding for school construction,
teacher pay raises, and improved health insurance coverage for
hardworking teachers across Virginia.
As a member of the House Education Committee, Delegate Janis was
co-patron of House Bill 1498, Character Education/Virginia
Statement of Values. This bill, passed into law in March 2003,
will allow school boards to develop character education programs
that instill civic virtues and personal values in order to
improve the learning environment, foster mutual respect, promote
student achievement, reduce disciplinary problems, and develop
the next generation of civic-minded leaders of the highest
character.
